PARSOL Deliverables - Consultations & Negotiations

The project aims to make use of extranet facilities to deliver online systems for managing the "Consultation and Negotiation" processes surrounding the planning application. This is relevant to both applicants and agents. It will cover the provision of shared documents between the authority and consultee to allow annotation of plans and notes etc. This solution makes use of the PARSOL Exchange system being hosted by The Planning Portal.

2.3.1 Consultation and Negotiation: Demonstration System (PARSOL Exchange)

 

This Pilot Implementation is based on work from two PARSOL Projects:

  1. Development Plans, Local Development Frameworks & Community Strategies.
    • Dealing with the processes required to Publish, Understand and make Representations on Development Documents, with particular reference to the emerging Planning legislation.
  2. Negotiations & Consultations (on Planning Applications)
    • Dealing with the management of Dialogue between applicants, consultees and Local Authorities.
   

It is stressed that this is a Pilot system. In its current form it will be trialed operationally by PARSOL Project Authority Partners. Other authorities may examine it to consider the advantages and options of using an electronic system to receive and manage consultations and representations.

The principles and ideas from PARSOL will be taken forward in various work packages being sponsored by the ODPM's E-Planning Programme Division.
