Development Plans, Local Development Frameworks & Community Strategies

Various local authorities have collaborated with the Environment Agency and other bodies to develop a system that supports the end-to-end processes around the publication of development plan documents and obtaining informed representations on these plans. This work is undertaken against the background of new legislation due to come into effect in 2004. This is the new Planning & Compulsory Purchase Bill which, amongst other things will change the national approach to "Town & Country Planning", for instance in the way development plans and related documents are produced and handled and their relationships with Community Strategies. This solution uses the PARSOL Exchange which is hosted by The Planning Portal.

2.4.1 Development Plans: Pilot System (PARSOL Exchange)

   

This Pilot Implementation is based on work from two PARSOL Projects:

  1. Development Plans, Local Development Frameworks & Community Strategies.
    • Dealing with the processes required to Publish, Understand and make Representations on Development Documents, with particular reference to the emerging Planning legislation.
  2. Negotiations & Consultations (on Planning Applications)
    • Dealing with the management of Dialogue between applicants, consultees and Local Authorities.
   

It is stressed that this is a Pilot system. In its current form it will be trialed operationally by PARSOL Project Authority Partners. Other authorities may examine it to consider the advantages and options of using an electronic system to receive and manage consultations and representations.

The principles and ideas from PARSOL will be taken forward in various work packages being sponsored by the ODPM's E-Planning Programme Division.
