PARSOL Deliverables - Co-ordination of Monitoring to Inform Policy

Land use monitoring takes place at varying levels of government, from District/Unitary Authorities to County, Regional and National bodies. All levels are involved in monitoring housing and employment development to report on the different aspects of planning policy, local plans (soon to be replaced by Local Development Frameworks), Structure Plans, Regional Planning Guidance (to be replaced by Regional Spatial Strategies) and Planning Policy Guidance (to be replaced by Planning Policy Statements). Much of the housing and employment land use monitoring uses similar data, for instance the number of dwellings completed and amount of development on brownfield land.

The original PARSOL monitoring project consisted of a pilot scheme to illustrate the co-ordination of the collection of the data needed at all levels. It demonstrated how data could an be transferred electronically between the various bodies involved in monitoring according to a standard data specification/XML schema.

ODPM has funded a review of the PARSOL Monitoring Specification/Schema to enable national rollout. This review will consider:

  • Maximising the potential benefit for collecting monitoring data through the implementation of the Standard Planning Application Form (1 APP);
  • Ensuring the specification includes the information required to be collected for Regional Strategy Statement and Local Development Framework Annual Monitoring Report Core Output Indicators;
  • The data requirements of the existing regional monitoring schemes.

NLUD Land Use Classifications
Some of the fields listed in the Monitoring Specification relate to land use. The specification refers the users to the NLUD Land Use Classification. This document classifies land use in a reasonable amount of detail and ensures that data collected in this way is also compatible with the National Land Use Database (NLUD), Version 4.4
