PARSOL Deliverables - Mobile Technology

In order to meet the demands of flexible remote working, many back office system suppliers are already adapting their software and systems to exploit the potential of mobile technology. This area of the PARSOL programme has investigated the practical issues surrounding the implementation of this technology within the planning and regulatory service areas. We have worked closely in consultation with local authority officers to explore the potential for providing full access to desktop functions whilst working in the field.

Much of the experience regarding the use of mobile technology gained by the participating authorities within the project has been documented in the toolkit which can be found at: SP15 on the toolkits page(see PARSOL Deliverables/2.2 ).

The documents here give additional information which we believe may be of interest to authority's thinking of going down the mobile route within the functional areas of Planning and Regulatory Services. They do offer information to support the mobile toolkit.

Nuneaton & Bedworth Borough Council separately looked at the use of mobile technology for use within their planning and regulatory services. We were forwarded the attached information and spreadsheets detailing costings and various options for their implementation of mobile technology, using Citrix, which they are willing to share with other local authorities.

Guildford Borough Council had gained experience of mobile technology with GIS and GPS prior to joining PARSOL; the following document summarises their experience with these technologies:

Within Wandsworth Borough Council mobile technology was implemented for use in planning and building control with windows 2000 terminal services. The initial implementation was through our existing firewall using the IPsec method of VPN. The initial reports from our triallers were slow response and poor latency. We commissioned a small network review which highlighted certain areas to consider for improvement; for information the following document is a copy of the network review:

The final implementation at Wandsworth was using Windows 2000 Terminal Services with SSL VPN. Sample costings are given in the following document:
