The PARSOL (Planning and Regulatory Services Online) Local e-Government National Project has developed a range of guidelines, benchmarks, schemas, demonstrator sites, systems and toolkits to assist local authorities in developing effective online planning and regulatory services.

As a PARSOL approved consultancy we are able to help Local Authorities realise the maximum benefit from the PARSOL project by providing expert consultants experienced in the national project as well as in the wider e-planning arena.

A package of consultancy services designed to assess the Local Authorities current position and aspirations in the field of on-line planning is available. Analysis of the Local Planning Authority is carried out utilising the PARSOL guide and toolkits.

The following describes a standard assessment programme for a Local Authority:

Initial Site Visit

An initial visit will provide the authority with an overview of the PARSOL e-planning service delivery standards.
Discussions with lead officers responsible for strategy will be held to determine the current status, e-Planning delivery programme and aspirations of the local authority.

Remote Site Assessment

A remote site assessment provides a unique insight into how the current service offering is perceived by the public, agents and key stakeholders.
An assessment of the web site’s applicability, effectiveness and accessibility will be undertaken.

Infrastructure Review

Analysis of e-planning related processes and procedures will inform the final report and action plan on the likely impact and requirement for change when introducing new ways of working.

Discussions will be held with local authority staff in order to gain an understanding of the current processes.

A detailed review of the current hardware and software environment will help provide a final plan that is both realistic and effective.

Report and Recommendations

The final report provides a high quality assessment of the findings and a structured action plan giving a realistic and practical breakdown of the steps required to achieve an ‘excellent’ planning service. To include:
