TerraQuest Solutions plc is a leading provider of independent consultancy and project managment services within the local government land and property information managment arena. Founded in 1972 specifically to manage land and property related information within the public sector, TerraQuest has provided information management services since 1991, and has been at the fore-front of e-government initiatives since the NLIS and NLPG pilot programmes commenced in 1995-1996 at Bristol City Council.
Services and Approach
Our consultants are chosen for their strong local government and software solutions experience across Planning, Building Control, Local Land Charges, Environmental Health and trading Standards. Members of our team have appropriate professional qualifications such as MRTPI, MRICS and MIPM. We have hands on experience of implementing all leading software solutions for both back office and customer facing services, having worked with over 80 local authorities in the last 5 years. Our customers include District, County, Initary and Metropolitan authorities. Our consultants have direct experience of planning and implementing e-services for NLIS, NLPG, Planning Portal and PARSOL, as well as involvment in other initiatives such as ValueBill.
All projects are undertaken using PRINCE2 project management, with the CTA's CRAMM approach to Risk Managment.
While the e-Planning Service Delivery Standards concentrate on the developing ICT components to facilitate public interaction, TerraQuest is mindful of the need to ensure benefits are delivered to the Councils. Substantial emphasis is placed on data management and change management to enable meaningful developments to the back office operation, reflecting those changes occuring through ESD.
Projects are phased to ensure commitment and buy-in from all staff. Whilst emphasising the need to move towards e-Planning Service Delivery, our approach is to ensure changes are made to back office processes to reflect the changes at the front office. We offer a process analysis service to map current business processes, and then identify areas where changes are required to to enable efficiency gains to be made. Future business process models can be prepared to clearly illustrate the changes that officers will face through e-service delivery. These models can form part of the Office Manual and assist in staff (re)training.
Daily rates relate to the grade of staff employed, and vary between £650.00 and £850.00 per day. Discounts apply where Councils require 15+ and 25+ days. Expenses are charged at cost and include travel and Council approved accomodation.
