Welcome to Planning and Regulatory Services On-line (PARSOL)

The PARSOL (Planning and Regulatory Services Online) National Project has developed a range of standards, toolkits, specifications, schemas, systems and software to assist Local Authorities in building effective and transparent online planning and regulatory systems.

The products have been developed “by local authorities for local authorities” , and PARSOL believes them to be of benefit both to Local Authorities (by creating improved and more efficient services) and to citizens and business alike who will benefit directly from faster and more effective online services.

The project has been run by a consortium of Local Authorities led by Wandsworth Borough Council and was financed by the Office of the Deputy Prime Minister. PARSOL has been pleased to be supported by a range of organisations including the Planning Portal, RTPI, CIEH, DSA (LABC), Environment Agency, HSE, IDeA, LACORS, SOCITM, the Planning Inspectorate and the ODPM e-Planning Programme Board.

In February 2006 the success of the project was recognised when PARSOL won the RTPI award for "Planning Process - e-Planning". PARSOL Planning is currently funded by ODPM to support the delivery of the e-Planning Programme.

In 2005 Wandsworth took ownership of PARSOL Regulatory Services. The Council has entered into a partnership with Cintra UK to ensure the continued support and development of PARSOL products in this area.

The PARSOL products fall into three broad categories as follows:

  • Planning Services Central Government funded PARSOL Planning to continue to support the e-Planning Programme in 2005/6 and 2007/8, through the development of a range of standards, advice and scripts. Ownership of PARSOL Planning Products has now passed to the Planning Advisory Service and Planning Portal.

  • Regulatory Services In 2005 Wandsworth Council took ownership of PARSOL Regulatory Services. The Council has entered into a partnership with Cintra UK to ensure the continued support and development of PARSOL products in this area. Regalion (formerly PARSOL Online Licensing) provides an online application system for a wide range of licences and other applications.

  • e-Service Delivery Standards – Ownership of these products, including standards for Planning, Environmental Health and Building Control, will be determined in conjunction with the National e-Service Delivery Standards project – www.nesds.gov.uk - that is extending the work done by PARSOL and is being led by London Borough of Havering.
