PARSOL Planning Services

PARSOL has developed a wide range of products to assist the delivery of the planning and regulatory services. The programme team will be seeking to maximise rollout across English authorities during 2004/05. Where possible, this work will involve hosting implementation workshops, priority services workshops, provision of assistance to early adopters and provision of accredited consultancy.

The delivery of the PARSOL products is organised into three streams:

  • Planning Services
  • Regulatory Services
  • PARSOL Exchange (e-Consultation)

Products delivered in the Planning Services stream include:

  Web based Planning Enquiry Script Module
Set of question and answer scripts that may be used in a variety of access channels to deliver a consistent quality of planning advice. Aimed at giving definitive answer to question "Do I need planning permission and/or building regulations consent?". Delivered as web-based software module with associated technical and interface documentation. Includes pilot implementations at Birmingham, Harborough and Waverley.

  Fast Track: Agent Certification Scheme
Methodology for creating a "Fast Track" accreditation scheme for Planning Agents. Suitable for adoption by any local authority and supplied with supporting implementation materials. Initial implementation at Waverley.

  Procurement, Design and Construction Guidance
Guidance material on aspects relating to project procurement, good design and sustainable construction including links to other information sources. Initial implementation at Waverley.

  Enforcement System Design
Design of online database of formal enforcement action and investigations, alleged breach of planning control form, and extended online applications databases to include conditions and Section 106 agreement monitoring. Enhanced systems made available through commercial suppliers. Initial implementations at Birmingham, Wandsworth, Macclesfield and Harborough.

  e-Planning Service Delivery Standards
Comprehensive set of 28 benchmarks standards against which to measure local authority e-enabled planning services. Three defined levels of achievement representing minimum, progressing and excellence in service. Linked to PARSOL toolkits and ODPM Priority Outcomes. Provided with the Quick Assessment Guide to enable local authorities to assess their own current performance and thereby identify required actions.

  Service Implementation Toolkits and Guidance Notes
Practical and clearly defined set of guidance toolkits providing advice on service implementation around PARSOL products. Each toolkit covers aspects such as business case, benefits, business options, technical options and advice on implementation issues. Additional Guidance Notes complete the required service delivery advice (covering those areas where PARSOL does not necessarily offer any specific products).

Additional products remain relevant to all delivery streams. These include the ICT Usage Survey (MORI), Best Practice Review (Hedra), Website Review (Peter Pendleton Associates) and technical research into Knowledge Management and Mobile Technology.
